I have Sagittarius in the 12th house , no planets there.?

I have Sagittarius in the 12th house and there are no planets there. However, I know that the 12th house is ruled by Pisces/Neptune. The thing is, Neptune is in my 1st house in retrograde(as well as Uranus is in Retrograde in my 1st house as well and Saturn is in retrograde in my 2nd house) I am very religious and into spiritual matters and am empathic but I read somewhere that if Neptune is in retrograde that the 12th house Sag means less .. is that true????My Jupiter is in the 10th house Scorpio and my 9th house is Libra and Venus is there.
